Yes, Allah understands all languages. While learning Arabic duas is recommended, you can always supplicate in your mother tongue, especially in sujood and after tashahhud.
When is the best time to make dua?
The best times include: the last third of the night, between the adhan and iqamah, while fasting, in sujood during prayer, on Fridays (especially the last hour before Maghrib), and during rain.
Do I need wudu to make dua?
No, wudu is not required for making dua. You can supplicate to Allah at any time, in any state. However, being in a state of wudu is preferred when possible.
Should I raise my hands when making dua?
Raising the hands is a sunnah when making personal dua outside of prayer. The Prophet (peace be upon him) said: "Your Lord is generous and shy. When His servant raises his hands to Him, He is shy to return them empty." (Abu Dawud)
